It does have a notion of footnotes. However, Word has various expectations about footnote marks that cause some weirdness. It doesn't really have a concept of floats. What it has instead is a notion of box/frame that is explicitly positioned with respect to the page: its page layout facilities really assume there's a human sitting there deciding where to position things.
