I'd investigate jadetex as a means of getting plain text, though that
has table infelicities.  I don't know the state of the art on
DVI-to-text, and SPQR may opine on how sensible it is, but some time
ago I hacked some on the `dvidoc' postprocessor and got reasonable
results (modulo maths) from fairly random LaTeX.  You'd probably at
least need to hack the style sheet layout parameters for the output
grid involved.
