ANNOUNCE: Modular DocBook Stylesheets version 1.03

Version 1.03 is now up at http://www.berkshire.net/~norm/dsssl/docbook/

The only change is a really minor bug fix in support for
REVHISTORY in BOOKBIBLIO.  There will be a 1.04 soon (probably
before Monday) with a couple of other bug fixes, so there's
probably no reason to get 1.03 if you already have 1.02 (unless you're
having trouble with REVHISTORY in BOOKBIBLIO ;-).

refpurposes into the DocBook Quick Reference and put it online
