Your idea would be good, but obviously it is easy to get the output into
foo.html. :)

I'm confident your guess is correct. The more general question is:
"Wouldn't it be great to be able to feed string-valued arguments into
DSSSL scripts in Jade?" There is a workaround for this one, too, though
more painful. Your makefile or batch script can autogenerate an SGML
entity with the right declarations in it.
