The DOM WG started out with the SGML property set.

The DOM is targetted at the JavaScript programmer, and for use
in WWWW browsers. As such, DOM and groves have different goals.
It was felt that the SGML property set was overkill and too 
complicated for the target audience.

That said, the DOM should be implementable on top of groves.
