Why Doesn't Substing Work

Subject: Why Doesn't Substing Work

Using Jade 1.1 and SP 1.3, I'm having trouble getting the substring
function to work. In one test, it always returns a null string, even for
this test:

(substring "abcdef" 2 2)

Which should return "bc" I think.

In other contexts, I always get an "argument out of range" error.

Am I doing something wrong or should I report bug?
