A funcsynopsis is theoretically capable of producing either K&R
style or ANSI style output, so I don't think making whitespace
significant would help.

It's supposed to number all sections that don't have an
explicit LABEL attribute.  If I format xsections.sgm from the 
test directory with %section-autolabel% #t, I get:

1.2. another sect1 title

some text. some text. some text. some text. some text...

1.1. a sect1 title
