Ah, there's an interesting processing expectation for %generate-legalnotice-link% that I bet I never mentioned before ;-) If the legal notice is placed in an external file, the link is from the Copyright element on the title page. If you don't have a copyright statement, and the legal notice is in a separate file, how would you _like_ the link to be generated? And if you do have a copyright statement, it sounds like a bug.
