Hmm ... I'm still not satisfied:)  We have:

12.6.27.7

If there are conflicting borders of equal priority one from a table-border
and one from a cell-border, the one from the table-border should win.

If there are conflicting borders of equal priority, one with
border-present?: #t and one with border-present?: #f, the one with
border-present?: #t should win.

And now cosider this:

<table>
<table.before-column-border border-present="false"/>
...
<table-cell column-number="1" ...>
<table-cell.before-column-border border-present="true"/>
 ...

.... both these rules can be applied to this example, and depending on which
rule will be applied one will get different results.  Which rule has higher
priority?
