Graphic Size Problem

I'm using Jade with the RTF backend and the DocBook Modular style
sheets.

I've just started using Word97 (from Word95) and find that the graphic
signature I have in the document now extends across the page instead of
a reasonable signature size.  I've tried adding "scale:'max" and "scale:
'max-uniform" with "max-width" and "max-height" statements in the "make
external-graphic". This is found in dbgraph.dsl. 

What does control the size of the graphic?  Will this work with the RTF
backend?  Will this work with Word97?  

On a similar vein, has anyone used WordPerfect to read the RTF files? 
There are some significant difference in the look.  Graphics don't read
at all.  Is there any way to make WordPerfect work better?
