pdftex up to version 0.12i (more or less) required all fonts to be
available in Type1 or TrueType format. Later versions will use PK fonts, at a
pinch, but the result is not very nice. If you use pdfTeX, you should
be aware that its still under development, and be prepared to keep up
to date with versions.

I assume you are producing Cyrillic. my advice is to find Type 1
versions of Cyrillic fonts, and give up on the Metafont-sourced
stuff. They are a dead end, IMHO. Alternatively, look at use something
like Metafog to generate Type1 fonts from MF sources.
