Use of preserve-sdata?

Dear DSSSL compadres,

Thanks to an example posted to the DSSSList we have
instrumented the command line conditional use of preserve-sdata? in our .dsl
file which
derives from the print style sheet.

so the use of " -V preserve" with
jadew\jade -t sgml -f %1.log -V preserve -c ..\catalog -c
\wip\beta-dtd\catalog.txt -d \wip\beta-dtd\sgml2odsp.dsl -o %1.out %1.sgm

together with the DSSSL style sheet definitions.

Allows us to toggle the result of general internal character reference SDATA
entities such as "&" between passed through "&" and "&#38".

My question is by what mechanism can we alter the representation of "&#38"
to simply "&" in the result document and where can we find a description of
the mechanism?
