pdftex cannot use EPS files. it generates PDF direct from TeX source,
and there is no PS interpreter to cope with the EPS file.

by the way, a common format is JPEG. pdfTeX reads this as native, and
you can also use it in RTF. Should also be true of PNG, I think?
