You will see this message if you have an *old* copy of the 
style-sheet.dtd around; a couple of years ago, the HyTime architecture
declaration changed from:

<?ArcBase DSSSL>

to:

<?IS10744 ArcBase DSSSL>

at about line 23.
I think this happened around jade1.2.
