Actually, what you want is
(declare-initial-value language 'RU)

This is supported in Jade 1.2.1.

The declare-default-language form is used todeclare a default language for
the language dependent procedures (i.e. character/string comparison and
case chane.) This is supported in the upcoming OpenJade 1.3.
