I originally started to write a reply saying that, but then I decided to
turn it round as docbook 3 (the dtd referred to) is SGML isn't it, if so
then if you do use the sgml declaration for XML you'll need an XML
version of the docbook dtd, otherwise it'll fall over all those - -.

but either way, either the file (and dtd) should use SGML syntax
or they should both use XML syntax in which case you probably want to
use -wxml and refer to xml.dcl immediately before the input document on
the command line)
