I don't want to oversell it.  The backend aims to help with outputting
TeX-style commands and LaTeX-style environments, much like the
SGML-transformation back-end.  Thus it can produce output suitable for
any TeX format.

Since you mention Omega, I imagine your question is really about character
repertiores, Unicode, internationalisation and all that.  That's a
hard problem, which I'm not well qualified to address.  I'd hope that,
at best, this back-end would provide a basis on which someone could add
such capabilities.
