front/notes/p[@content-type='self-citation']/mixed-citation
This seems like a decent answer to me. It preserves the information as part of the metadata, where it belongs, as something that is important to a particular publisher, and discoverable by way of the @content-type.
While this was not why citations are allowed inside paragraphs, this seems a legitimate usage to me.
