Good news! Using what Laura described in her response and the suggestion of Allison, a co-worker of mine has implemented a simple browser extension that automatically adds a permalink on each of the JATS tag library documentation pages. Once you install the browser extension (tested in Firefox and Chrome, so far) you can then simply grab that permalink and you'll be able to link someone to the exact page of the documentation (minus a few small exceptions).
