Perhaps the "fully compatible" statement in the first paragraph of 
http://jats.nlm.nih.gov/about.html and maybe even the statement about 
backward compatibility at http://jats.nlm.nih.gov/faq.html could be 
expanded upon to address the DOCTYPE matter.
