Perhaps the "fully compatible" statement in the first paragraph of http://jats.nlm.nih.gov/about.html and maybe even the statement about backward compatibility at http://jats.nlm.nih.gov/faq.html could be expanded upon to address the DOCTYPE matter.

I asked the same question a few months ago, and found out that the
only thing that needs to change to make valid NLM 3.0 XML into valid
JATS 1.0 XML is the doctype declaration:

You'd want to run the converter to NLM 3.0 first if the original
version is older, of course.

We know NLM has created an XSL transform that converts data in any version of the Archiving Tag Set into version 3.0 of the Tag Set. Is there SXL available to convert any version of NLM DTD to JATS?

Thanks,
