Sorry, I think this question has come up before, and I think I even knew the
answer at one time.

The problem is that the NISO site clobbers XML tags when it renders comments.
So, for example, Ibm looking here:
http://www.niso.org/apps/group_public/view_comment.php?comment_id=534, and
under "Standing Committee Recommendationb is the text bThe element will be
addedb&b b but this is missing the <version> element tag. It should read
bThe <version> element will be addedb&b. Is there any way to see the
comment as it was originally written?
