Hi Jeff,

There seems to be a problem with the JATS 1.1d3 DTD files on the FTP server,
as although the files are listed at
<ftp://ftp.ncbi.nih.gov/pub/jats/publishing/1.1d3/>, trying to download any of
the DTD or XSD files produces a "permissions denied" error. The Tag Library
documentation still downloads correctly, though.
