I think your approach makes a lot of sense, and is what I would advise users
who can do bsensibleb tagging.

However, I would like to point out that many publishers use the PubMedCentral
guidelines on how to tag citations, and the PMC Guidelines show the chapter
number as part of the title. See:

For example, they tag:

I could argue that bChapter 24, b is NOT part of the title, and that this
is tag abuse. On the other hand, it is what many users are doing and there is
value in consistency of tagging.
