Hello David, If you wish to go for full-blown archival transcription of the cartoon -- it won't be JATS -- you could do worse than take a look at CBML http://dcl.slis.indiana.edu/cbml/. If you wish it to be JATS -- perhaps so as to avoid building and supporting a production infrastructure for a one-off -- then you're limited to what JATS can do, which more or less means (I guess) a figure-with-graphic or (flagged) sec with graphic -- maybe (in either case) with 'speech' elements or something to transcribe the fun dialogue. But the tagging won't be terribly rich. "Accessibility purposes" are relative, if you keep in mind that entire budgets can be spent on certain kinds of accessibility -- and well-spent too. :-) The limit of the sky is not the destination but how much rocket fuel do we have. It could also be argued that generic JATS, however semantically poor, will be more accessible than a little semantic island ... implying (on the other hand) that if you have lots of comics, that's a different story. That's my take anyhow!
