Hello,

It has been suggested, including several times at JATS-Con, that JATS should
provide a way to tag information that exists above the article level, for
example, tables of contents, issue manifests, cover information, and
supplement information. However, this information is not specific to a journal
article and that means that it is outside of the scope of what JATS is
intended to support.

Several publishers, hosting platforms, and archives have identified that they
need XML to describe journal issues, and there are several implementations of
issue XML DTDs that are in use or in development. It may be possible to create
one shared XML format for journal issues and article collections/containers as
an extension of the existing JATS and BITS tag sets. A standard XML format for
journal issues and article collections/containers might eliminate the need to
have multiple solutions, and would help to enable the interchange of
information about journal issues between systems and organizations.

A survey is being conducted to find out if there is sufficient interest in the
community to develop a recommendation for issue XML and volunteers willing to
