Hi DorothC)e,

The standard model for marking those inline references at ISO is std-ref.
Please see

Example 3. std-ref is allow almost everywhere, so you don't need
named-content. And unlike xref's to the normative reference list, this
technique can be used to mark inline references to standards that do not
appear in the normative reference list or bibliography.
