JATS and BITS both have the sec-meta element, which allows kwd-group at a
section level. It looks like sec-meta was removed for the creation of ISO
STS in 2011, and then no one asked to have it put back in for NISO STS.
This sounds like a reasonable request for version 1.1. Please submit this
via the NISO website for version 1.1, and please be sure to include an
example of how you would use it for the Standing Committee to consider.
