Element dependent. 'Grade one' braille is not contracted.

No, but any document may be contracted differently in different countries.
Within a 'locale' contractions are constant.

Far more complicated. Both rule based, context based and exception (table)
driven.
Context information may be needed, as well as the content of an element.
