You are looking at the wrong spec (or rather another spec than the one he is
referring to)
Try: http://www.w3.org/TR/WD-xslt for the latest and greatest xsl stuff

I am sorry but I couldn't find a section 6.4.2 or 6.2.7 of the xsl WD.
