The XML declaration of the document to be converted is 
        <?xml version="1.0" encoding="ISO-8859-1"?>. 
Is this sufficient ? 

 
If the umlauts are in the source document yes. If they are in the
stylesheet, you need this declaration in the stylesheet also.
