I guess XSL FO  WD would be changed many times.
There are many things to improve there.

Hovewer,  my point is that it *already* provides you
with  a 'right thing' . Of course at the early stages you may
need to 'hack' one object with another.

It may be not hard to change the  WD to allow
more 'natural' mixing of multiple columns and
single column on one page.

Until that change you can always hack with tables.
Or span='all' ( very natural when you have one
column *first* ). Or with footer  (flow-name="xsl-after").
