Less Than and Greater than comparison in <xsl:if>

I am attempting to perform an inequality comparison with <xsl:if>.

The obvious problem is that a ">" or a "<" in the @test attribute is an
illegal character.

Is it possible to perform an inequality test with xsl via another construct,
or are comparisons limited to: "=", "!=".
