Leigh, you appear to be trying to match *sibling* elements with a
*nested* element pattern.

Try this (works with latest XT):

<?xml version="1.0"?>
<xsl:stylesheet xmlns:xsl="http://www.w3.org/XSL/Transform/1.0";>

<xsl:template match="/">
	<result>
		<xsl:apply-templates />
	</result>
</xsl:template>

<xsl:template match="foo[bar[last() > 1]]">
	<polybar-foo>
		<xsl:copy>
			<xsl:apply-templates select="@*|node()"/>
		</xsl:copy>
	</polybar-foo>
</xsl:template>

<xsl:template match="foo[bar]">
	<monobar-foo>
		<xsl:copy>
			<xsl:apply-templates select="@*|node()"/>
		</xsl:copy>
	</monobar-foo>
</xsl:template>

</xsl:stylesheet>
