no nodes are in both the following axis and the parent (or ancestor)
axis.

What I _think_ you want is all nodes that follow the current one, but
that are also descendants of wrapper, which is an ancestor of the
current node.

select="following::*[ancestor::wrapper]

will work if there is only one wrapper ancestor that can play a part.
If you need to check that the following node has the same wrapper
ancestor as the current node then you need to try a bit harder,

select="following::*[ancestor::wrapper//*[
                generate-id(.)=generate-id(current())]]"

probably works, although doesn't look very efficient.
