Is is supported for XSLT. My guess is that you are using the wrong
namespace. You need to use
xmlns:xsl="http://www.w3.org/1999/XSL/Transform";.

<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
version="1.0">
<xsl:output method="html" version="4.0" encoding="UTF-8"/>
<xsl:template match="/">
 <xsl:call-template name="test"/>
</xsl:template>
<xsl:template name="test">
 test template
</xsl:template>
</xsl:stylesheet>
