The spec requires URL references in HTML output to be encoded? XT doesn't do
this so it must be a bug in XT. I always wanted URLEncode added as an XSLT
function because of this.  It would be easy to add this to XT. Just some
simple mods to HTMLOutputHandler.java

Does the MS XSLT implementation do it right?
