Well it shouldn't (probably you should report a bug).
Two bugs
it shouldn't insert " actually" after Aristotle:-)
and it shouldn't output the character as a ?


I assume you want:

03B0;GREEK SMALL LETTER UPSILON WITH DIALYTIKA AND TONOS;

and if so your input was the right thing.
