Besides the missing "]" ...
Use a variable:

<xsl:for-each select="a">
        <xsl:variable name="a-ref" select="@ref" />
	<xsl:for each select = "//b[@aref = current()/@ref]">
        <!-- resp.
	<xsl:for each select = "//b[@aref = $a-ref]">
	-->
		<xsl:value-of select = "//c[@aref = $a-ref]"/>
	</xsl:for-each>
</xsl:for-each>
