You cant use a function call (id()) on the rhs of the "//" operator: the
only thing allowed here is a step.

You have to split this up:

<xsl:variable name="xlink" select="."/>
<xsl:for-each select="document(substring-before(@xlink:href, '#'))">
   <xsl:copy-of select="id(substring-after($xlink/@xlink:href, '#'))"/>
</xsl:for-each>
