[xsl] Xsl Start Lines

XML spy default and some examples have
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform";
xmlns:fo="http://www.w3.org/1999/XSL/Format";>


However there is also
<xsl:stylesheet version="1.0" xmlns:xsl="http://www.w3.org/TR/WD-xsl";>

as the first line of some xsl documents.

I cant really understand behind the curtain of the results of these
statements.
