Both <xsl:import> and <xsl:include> are top-level elements,
which means that they can only be used as direct children
of the <xsl:stylesheet>. MSXSL is complaining that you're
trying to use <xsl:import> as a child of <xsl:template>

Move your <xsl:import> to the top-level and you should be
good to go.
