I was using the XML Bible v. 1, in v. 2, it showed a new syntax for creating
rules/lines:

<fo:block>
            <fo:leader leader-length="8in" leader-pattern="rule" />
         </fo:block>

I'm using FOP 0.19, so apparently this was the cause of my problems
