This isn't surprising. Look at ISO 14651 and
http://www.unicode.org/unicode/reports/tr10 for a glimpse how
complex localised sorting actually can get. No wonder the XSLT
editors weaseled out of this issues while pretending to support
localisation, by refering to other standard body's work in progress
and poorly documented Java implementations. Will the next version
of the XSLT standard contain a full specification for localised
sorting and number formats? (don't take this too serious...)
Well, at least ISO 14651 has been finished in the meanwhile.

Will the next XSLT standard include date/time handling and
formatting? Or a sort data type "date" as cartainly required
for compatibility with XSchema (a recurring question on this
list)? Or localised floating point numbers as sort data type?
(I belive the XSchema people finally dropped the idea of
permitting localisation of floats).
Localisation issues will become much more interesting...
