Because the predicate [not(self::PRFID)] is evaluated with respect to the node set selected by *, taking each of those nodes in turn as its context node (and returning only those that test true).


Since * has already selected children, you want to check them each on the self:: axis. If you said *[not(child::PRFID)], or the equivalent *[not(PRFID)], you'd get all element children that do not themselves have a PRFID child, as opposed to those that are not them-selves- a PRFID.
