You guess right. there are parts of the world (well Turkey) that take the admirably logical view that the uppercase of i is a dotted I and the lowercase of I is a dotless-i. that is, essentially they have an extra letter, dotless-i and i is just the dot accent on that and uppercasing keeps the accent...
