No, there is not.

XSLT 1.1 was a working draft, the working group have explictly said that
they do not intend to progress XSLT 1.1 to REC status. So anything
described in XSLT 1.1 draft is not XSLT, it is just an indication of
some ideas for new features that the working group had at that time.

As Mike makes (more or less) clear in his book, that is describing some
experimental features that may or may not make it into XSLT.

Having said that, XSLT 1.1's xsl:script is/was a top level element and
this was used in a template, so I don't think the original poster was
using xslt 1.1.

I suspect that it wasn't XSL at all but the transformation language of
IE5.
