   Yes, that works with output mode="html". Thanks! With a workaround, I
   can proceed.

why on earth would you ever need to do that (which is non portable) when
it will produce the same output (when it works) as the following, which
is simpler, and portable?

<xsl:template match="level1">
   <H1>Level1</H1>
   <xsl:apply-templates/>
</xsl:template>
