It's almost impossible to predict timescales for standards work. It depends greatly on the amount of public comment that comes back, and also on the willingness of W3C members to make compromises. There's an extra difficulty in this case in that XSLT 2.0 can't be finalized without XPath 2.0, and XPath 2.0 probably can't be completely finished until XQuery 1.0 is stable.
