xsl:script comes from the XSLT 1.1 Working Draft. XSLT 1.1 isn't ever going to be a Recommendation, so there are few processors that implement it, two exceptions being Saxon and jd.xslt.
MSXML3 and MSXML4 implement XSLT 1.0. Both have something very similar to xsl:script, namely msxsl:script (in the namespace urn:schemas-microsoft-com:xslt).
So you should either use msxsl:script, or switch to a processor that supports xsl:script.
