Of course not. Between <xsl:attribute> and </xsl:attribute> there is only text. The {} will not be interpreted, because it's only text too. Attribute Value Templates are only possible in attributes (as we had it the last time: d="M {$x_offset} {$y_offset} ..."). What you have to do, is either again d="..." or <xsl:value-of select="$x_offset"/> and <xsl:value-of select="$y_offset"/> in <xsl:attribute>.
